Not in QLD either, which surprised me when I went to apply for my new passport in 2006. I found it all a real pain.
Firstly, I had to register a change of name at Births, Deaths and Marriages in QLD (rang them and they were very friendly), but the Change of Name certificate only showed my maiden name and my new 2nd-marriage name.
So they needed to see a really truly proper official copy of my old marriage certificate (which is what my name in my passport was), so I had to ring/write to Canberra to get that.
They also wanted original ID of either green card, licence or ID card, so I applied for the state ID card. All these original documents and more were sent to the Aussie consulate in San Francisco.
I was told by the consulate staff that the new passport should be the last thing done to change your name, as they want no chance of having multiple IDs.
